Is "complainant" the same as "complainer"?
In my point of view, "complainant" is the person who makes a formal complaint in court while "complainer" is just the person who makes a complaint.

You're right. There is a difference.
A complainer is a person who complains in the familiar sense. That is, a person who expresses dissatisfaction, pain or resentment. A complainant is a legal term, and refers to a person who files a formal complaint or accusation in a court of law.
