Anna, there is not substantially any difference at all.
These are all phrases which refer to a negotiation.
I can offer sentences which use each phrase, or others, all of which communicate the same basic idea, which is that we are discussing a possible course of action or some sort of legal contract.
Examples:
We can "negotiate about" your new proposals, but the rest of the contract will remain the same.
We can "negotiate on" your new proposals, but the rest of the contract will remain the same.
We can "negotiate to" consider your new proposals, but the rest of the contract will remain the same.
We can "negotiate for " your new proposals, but the rest of the contract will remain the same.
