中文中比较喜欢用不透明，usually means the appraisal procee is not unfaire.
但是unfaire太直接，有没有更贴近“不透明”的词？

Perhaps you are looking for "not transparent" or "opaque".
"Transparent" & by implication, "opaque" are both used to describe processes & assessments.
Transparency of government processes ...
Commenting on the assessment process, he said it was opaque.
