Both requires a lot of practice and time (^_^) but just keep on working. Speaking I recommend listening a lot and practice talking to yourself (and to other people if you can find other language learners). Academic English I am assuming you are referring to writing? If so, just keep on writing diaries or essays and have others check it for you on this site or other language learning sites.

Maybe you can read every day. Talk with some native speakers, and make friends with them. see a movie and repeat. don't give up , my dear friend, I believe in you. come on together.
