None of those are full sentences, but the first and third are incorrect because 'dollars' has no apostrophe. The second one is incorrect because "dollar's" is singular and there is no article. So only the last one can be used in a sentence.

The way I would say it is: The recent American debt crisis has caused even more people to have doubts about the dollars long term prospects. Adding 'to' between 'people' and 'have' makes the sentence more coherent.
