私は きのう 夜の １１時に 友だち＿＿＿＿＿＿＿＿＿来られて、こまって しまった。

すみませんが、田中さんに 私の 部屋へ 来るよう＿_言ってください
(1) に (2) を (3) と (4)で
Their answers are both "に”...Why ? I am so confused. Please tell me.

In the first sentence に indicate the agent of the passive sentence (友達). This is the form of passive sentence known as "detrimental passive", where the agent is doing something considered unpleasant to the subject.
In the second sentence に is part of the expression ように which is used to introduce indirect speech.
