Is there any difference between 기분이 좋아 and 기분이 좋다?

nothing different, if it's to say about "my" feeling.
but if this is a question, second expression is not proper.

There isn't any difference.
좋다 is a dictionary form
좋아 is in 반말 (1st speech level)
Meaning is the same.
