"technology is advanced in the US" or "the US is advanced in technology" or else?
Are they of the same meaning?

前者中文是：高科技产业在美国很先进。
后者中文是：美国在高科技领域内很先进。

Same meaning. But if you want to get technical. The first sentence describes the state of technology in the USA. And the second would be describing the USA.
