Please explain this sentence "Back in the days of the Roman Empire, being the top dog was just as risky a business and assassination was an occupational hazard." What does the phrase "was just as risky a business" mean? Is it a structure or something? Thank you.

"Just as risky a business" means "equally risky" (as the situations described in the previous paragraph).
