What is without reservation mean? I really have a problem on trying to understand English jargon each time I read article that is required for my work. I understand what is "without" mean, I understand what is "reservation" mean, but when it combine all together and put in a very alienated concept from my own understanding of these two words it is really make me lost on my way to understand the text.

This is the sample of the text, taken from Arab Charter of Human Right in 2004:

All the other members state of the Arab league that have ratified the Convention against torture and other inhuman and degrading treatment or Punishment 1984 (CAT) have done so without reservations.... Most have also ratified the two covenants without reservation.

It means without hesitation and with full agreement to the concept (of not torturing other human beings).

It's hard when you know two words, but combined they mean something else altogether.  That happens to me in French all the time!

"Without reservation" means without holding back. If you do something without reservation(s), you are fully involved in it and have no doubts about it.

In the context of your example, it could also mean that these states have ratified the convention fully, i.e. that they have accepted all of the convention's rules and guidelines.
