well in Chinese, 哪都、谁都、什么都are not set collocations. in the translation of "whatever\anything\everywhere..." 都 is the "ever""any""every"part. but literally "都" means all, a adv. goes before "是“, the verb. 他 到哪儿 都是个麻烦 “到哪儿”this part is surboninate clause. so it's He(to where he goes) is a (all the same ) trouble. 我们去哪儿都没用 same thing. 我们 去哪儿 都没用 we to where we go is the same nonsense (is all nonsense) (the surbodinate clause) not sure you can understand...but i tried..._(:з」∠)_

Which words do you think are the verbs after 到 and 去? In the first sentence of your edit, both 到 and 是 are verbs. In the second, both 去 and 是 are verbs. But, you can also use 到哪儿 and 去哪儿 as phrases. The two sentences can also be written as: 到哪儿他都是個麻煩. 去哪儿我們都沒有用. In Chinese, there can be more than one verb. For example, 我想去英國念書. In the sentence, 想, 去, 念 are all verbs.

我们去哪儿都是废话/ 我们去哪儿都没用 - why is 去 before the verb? same with 到哪儿 他到哪儿都是个麻烦 = 他去哪儿都是个麻烦

他到哪儿都是个麻烦 - why is 到 before the verb? because 到哪儿 means "to where", in english, this "to" should be deleted but in chinese, we must leave it here.
