Phoebe, the character from Friends played by Lisa Kudrow. From the online Simpsons Database: >> "Don't be such a Phoebe" Mark A. Richey writes: "Friends" -- Lisa Kudrow, who played Alex, costars on this popular sitcom about twenty-somethings in New York. She plays Phoebe, the scatterbrained masseuse/folk singer, who tends not to get the big picture much of the time (which explains Alex's "Phoebe" putdown). http://www.snpp.com/episodes/5F20

"Your response/reaction is so typical of Phoebe. Don't be like her! Don't be a Phoebe!"

Similarly, you can say "I'll do a Phoebe" to indicate that you intend to do something that Phoebe typically would do. For example, if Phoebe is known for calling the office on Monday mornings to say she needs to take sick leave, and if you intend to do the same, you could say "I'll do a Phoebe."

For that you need to go to a Simpson's forum on the internet. I am sorry I thought you were asking a language-related question.
