this sentence is a council, and therefore constructed as imperative, as an order. "sueña tú" and "ve tú" ..just imperative tense.

"Sueña" and "ve" are both in Imperative form. For "usted" you would say "sueñe" and "vaya". I hope this helps! Saludos, Lucía.
