If I search for the meaning they both mean if. I just saw this:

要是他不回来，　你就自己拿着。

如果和要是, I think the meaning is almost same, when I say one sentence 如果......I can replace it 要是....., but 如果we always use in wrotten and 要是 more in spoken, and more stronger desire by someone.
