I prefer "What is the MOQ?" This is because the other sentence triggers my brain to think too much. I can't decide if 'many' or 'much' is the appropriate word to use, and I can make solid arguments for either. Because my brain is lazy and there is no alarm when I hear "What is the MOQ?" I prefer it.
