During a namakarana sanskar for a hindu convert, does one choose a name for themselves or does the priest choose the name?

Sorry I understood your question wrong. Generally the name is given by the priest but person can choose his or her name .

Priest generally suggest the first letter of the name according to the person time of birth.In some community child aunt (father's sister बुआ ) has privilege to choose the name .
