How to improve my language skills?

Does anybody have idea how to improve language skills?
Recently I have noticed that my progress in learning English is going down.
It is hard for me to learn something new.
Should I take a break?
I don't want to stop my study.
Are there any ideas how to make learning process more interesting?

Do you have access to television shows where English is spoken? If you are new to the language, children's programming is perfect because the vocabulary is simple and the pace is slower.
