As Mike says, you need an object for "tell". The teacher told us (that) she wouldn't accept any excuses for assignments being late. You can also say, "The teacher said (that) she wouldn't accept any excuses for assignments being late."

Second one is incorrect "for assignment of being late" is not possible.

You tell "somebody" ( When you precise the person whose you speak) Ex: I told you about the party last night But you say "something" (When you don't precise the person | When you use the indirect form) Ex: He said we would be on holiday next week.
