On utilise les deux dans une comparaison mais le sens est légèrement différent :
meilleur = bon
mieux = bien
Exemples :
- Il fait meilleur dehors.
- Le meilleur pianiste est autrichien.
- On réfléchit mieux après avoir dormi.
- J'essaye de mieux manger.
Je ne sais pas si cela t'aide... Ce n'est pas facile à expliquer.

Like bon and bien, meilleur and mieux can be confusing for French students. Meilleur is the comparative and superlative form of the adjective bon (good), while mieux is the comparative and superlative form of the adverb bien (well). When translating into English, there is no difference between meilleur and mieux, hence the confusion.

Titop is right, but also, "meilleur" is an adjective, so it's used to modify nouns, whereas "mieux" is an adverb, it modifies verbs. So with verbs like "fonctionner", "travailler", "chanter", "nettoyer" (actions well performed) you'd always say "mieux".
Examples:
L'ordinateur fonctionne mieux depuis peu. (...noun verb adverb...)
Le meilleur conseil que je puisse te donner est d'étudier. (article, adjective, noun...)
