In this context, "make"  is forceful.

She forces her children to learn English. 
She obligates her children to learn English.
She causes her children to learn English.
Her children learned English well, because she made them learn it.
If my mom didn't make me learn English, I wouldn't be able to speak it today.
I don't want to learn English, but she makes me (do/learn it).
