Yes, 'Tho' is Thomas. It wouldn't stand for any other name. If you have read this abbreviation somewhere, the text must be at least a hundred years old - a Dickens novel, for example. This convention of abbreviating the spelling of men's first names ( Jas for 'James' for example) fell out of use many decades ago.
