what does"isolated downpours"mean？does it mean only one place will have a few downpours or some places in Northern Utah will have downpours at the same time in the morning？

It means that the rain front has a defined boundary. It can be raining very hard in some places, but not in other, nearby places. it is usually associated with a moving squall line and that the rain, while very hard, will not be of a long duration.
