The meaning of "من قِبل" in this sentence is "by" and this is the translation for the whole sentence:
Marital relations are being attacked "by" the new technology.
But if it was "من قَبل", then the meaning would be different: Before or previously.
Here's an example: I was introduced to my teacher before: لقد تعرفت على معلمي من قَبل.
So the meaning depends on the "tashkeel" of the letter "ق". I hope it's clear to you Adam.

العلاقات الزوجية تتعرض للهجوم من قبل التكنولوجيا الحديثة
This sentence mean "Wife and husband relationship is being attacked by the new technology"
This is exactly what it means.
"من قبل " in this sentence it means "by". This term is used when you are talking fusha Arabic.
It's also used in the past tense in Arabic and it means "before or previously" There's different pronunciation for both cases but spelled the same.
Example,
أنا تحدثت معك من قبل
means " I've talked to you previously"
"قبل" means before

Hi , it's my pleasure to answer your question
, in fact it's not one word , but you can say one because we always say them together
, this word refer to the bast tense , to make it clear for you just understand it with same meaning of the word "before" in this sentence : I never play football before
Is that clear ^-*
And sorry about my bad English , I'm working hard for it

Usually من قِبَل or من طَرَف are translated as 'by' in the passive voice sentences in English.
so your sentence could be translated as: "Marital relationships are subject to be attacked by modern technology.
