I personally don't use it,but I am sure I have heard it used - and I would certainly understand its meaning. There are a great many ways of saying someone is really, really, drunk - this is just one of them!

Yes, I'd say that it's used. It's certainly understood. It's one of the slightly more old-fashioned and less vulgar ways of saying this.
