Well. The answer is wide. Depends on the person I suppose. But um...in general they're pretty amazing, it's almost like they lived there all their life. I'm not sure, just compliment them...

Do you mean a foreigner who speaks a foreign language well, or someone bilingual who is from the same country that you are?

It does not matter what language they speak. It took a great deal of dedication to learn the second language unless they had bilingual parents. Simply congratulate them.
