Could you please help me out?
I was reading a book in English that I came across this question and i can't get what is the point of the question, more specifically the I can't understand the "you are there" at the end of question and what kind of relationship it bears to the first pat. thank you.
Have you ever noticed that when you have a
problem, you are there?

Maybe provide more of the story so that we can get an idea of the context.

The question does not make sense. One of the two occasions that 'you' is used should be another pronoun i.e. 'I', 'he. 'she', etc. :
'Have you ever noticed that when she has a problem, you are there ?'
'Have you ever noticed that when you have a problem, he is there?'

I don't understand the question either. What are the lines of the book before this one? Maybe it will help clarify what is being said.
It sounds like maybe someone is talking about someone being present when there is a problem. Meaning they are a good friend and are with you in times of need.
Or it could be the opposite, that when there is a problem some person is always there, suggesting they're causing the problem.
