"amend" to make minor changes to in order to make it more accurate, or to reflect changing circumstances. So it can ALREADY be 'correct' in a sense, it doesn't need a 'correction'. But an 'amendment'. "correct" literally means to make/put right. Fixing a mistake.

"To correct" is to fix something that's wrong. "To amend" is to improve something that's acceptable. "To amend" is formal word and it's usually used to describe improvements in formal or legal documents. "Here's the first draft of the procurement specification. How does it look?" "Well, you need to correct this. You say 'the vehicle shall have a fuel efficiency of at least 30 kilometers per gallon.' That's a bad mistake. You need to say 'the vehicle shall have a fuel efficiency of at least 30 miles per gallon.'" "How does this revised version look?" "It's OK now, but if I could suggest an amendment... the spec doesn't say how to measure the fuel efficiency. I think it would be better to say 'the vehicle shall have an official EPA fuel economy rating of 'highway mpg 30' or greater."
