「こうなるに決って(い)る」 is an idiomatic phrase like "I saw it coming" or "I knew it". Literary, it means "It is quite natural that it comes to an end like this (or that)."
And you may hear 「そうなるに決って(い)る」 or 「ああなるに決って(い)る」 as well. All the three means the same and is used along with the context.
E.g.
I couldn't pass the exam. But I know I had not prepared for it at all.
You couldn't pass --ditto--? But I know you had not --ditto--.
He ---ditto---? But I know he --ditto--.

It means "There is no other possibility".
Or "It has been determined by destiny.".
[Example]
- Space alien is present surely.
- War will kill many people absolutely.
- I will be sure to pass the test.
