Is this answer phrased properly?
Q: いつ日本語のクラスがありますか。
A: ごろ十一時にあります。
I was told to always use particle が for あります so I don't know if this is correct...

The correct is 十一時ごろ(に)はじまります or 十一時ごろです。
However, the question can be understood in two meaning, in my opinion.
In this case, いつ can be though "what day of the week" depending on the context. So, I would ask: 日本語のじゅぎょう(= class)は何時からですか or 何時にはじまりますか。
