We never say that in our daily life. You know, words and sentences don’t always make senses in lyrics. So I guess it means “to feel moonlight”
撥快時鐘 你就在那片綠洲
撥(verb)快(adverb)時鐘(noun)
to make a hand on a clock go forward (to adjust a clock loses some hours). It implies “in the future” or “I wish time could go faster” here.
去向不夠的人索取
去:go
向:towards
不夠的人:someone who lacks something(What things? It didn’t mention )
索取:take or ask for something from someone

唇齒的伶俐 comes from a Chinese idiom伶牙俐齒, the author changed it a little bit to fit the song, so it’s not grammatically correct.
伶牙俐齒is used to describe a person who is smart and good at talking, but it also has another negative meaning, that is, a insincere person, such as a smoothy
