En el sur de España. ... es un niño chico = es un niño pequeño. Ese árbol es muy chico= ...pequeño. 
Como adjetivo significa pequeño. Como nombre significa muchacho, hombre  joven.

"Chico" can be used meaning "small" in Spain. Actually in my region in Spain this is the main meaning and we prefer other words like "muchacho", "chaval" or "zagal" than "chico". Although I know in the North they use more "Chico" as a noun meaning "muchacho".

En España puede decirse que algo es pequeño y alguien es muy chico (edad).
Muy coloquialmente puede decirse la palabra CHICO para llamar la atención de alguien:
