- you go down the street and stumble a person, then you say: "lo siento" or "Disculpe" or "perdon"
- you throw coffee on a person, then you say: "lo siento" or "Disculpe" or "perdon"
- in some regions "perdon" is used in more serious context, for example, if you are if you are unfaithful to your partner you, then you say "perdon" during next 12 months.
- I would say from the more soft term to hard term: 1. Disculpe 2. Lo siento 3. Perdon
- when you are eating with a group of friends and you left the table, then you say: "con permiso". You never say: "Disculpe" "lo siento" "perdon", at least that you say: "disculpen, me tengo que ir" "lo siento pero debo irme"

It depends on what you mean.
apologies
It implies not apologize or feel responsible for what happened. An example would apologize for being late for an appointment
Forgiveness
When asked forgiveness should also be made with complete sincerity because it involves recognizing the responsibility you have for doing harm or hurt the feelings of the other person

all of them are used for apologies. so you say LO SIENTO for apologize when you do something wrong or if you make somebody fall down or things like that.
DISCULPE can be used like LO SIENTO or you can use to attract attention in a polite way. and PERDON can be used for both

disculpe, It is to ask, ask for permission.
