"以"是多义字,如果当“according to” 这个意思时,是可以和“凭”通用的。“以”后可以直接跟原因,“凭”也可以说成“凭借”。在用是,“凭”更强调后面原因的重要性,就是感情色彩更浓些。我借楼上的例子用一下,“西班牙凭托雷斯的进球赢了德国”,这里“凭(借)”即有“借”的意思,我们可以理解为,如果不是托雷斯的进球,西班牙是不可能赢德国的,强调了这个球的重要性。当然如果换成“西班牙以托雷斯的进球赢了德国”,色彩不够,注重陈述,这句的重心会让人落在“赢了”上,而“托雷斯的进球”只是赢的原因。 “以”还有其他意思,比如 1.“而”,2.“以为”,这两种意思常用于古文。3.有时只是个辅助词没有具体含义,比如楼上的“我们给他们以强有力的反击”,这里,把以去掉也是可以的。

Well. I checked a webpage talk about this. usually, just in grammar, they have no obvious differences. But when in different sentences, they can't be changed to each other. If 以 is used as a conjunction in a sentence, it can't be changed to 凭 e.g. 我们要以饱满的士气迎接挑战. We will face the challenge with superb morale. In this sentence, 以 is a conjunction. and can't be changed to 凭 another one is 我们给他们以强有力的反击, we will pay them back with strong counterstrike. in this sentence, 以 can't be changed to 凭, either. but if 以/凭 is used to mean "is used as...or according to", like you said, you can change it. e.g. 西班牙以托雷斯的进球赢了德国。 Spain defeat Deutschland by Torres' goal. 西班牙凭托雷斯的进球赢了德国。 Spain defeat Deutschland by Torres' goal. (Actually, I am fan of Deutschland..................) I hope you can be clear with my explaination.

“以”和“用”非常近。“凭”也有“用”的意思,但常用于利用某些优势的场合。如:红军凭借寒冷的气候发动进攻;我凭优良的外语获得工作职位。(别人的外语不熟练)
