他没在睡觉。(Personally, I usually say so.) 或者他不在睡觉。

It is something like English also. He is sleeping.-----He is NOT sleeping. 他在睡觉-------------他不在睡觉 Here “不” playes a role like "NOT". Another example: 它是只猫（it is a cat）它不是只猫（it is NOT a cat） Hope it may help you. From Ray
