For example:

"In the 1950s" refers to the years to 1950 to 1959. We don't know exactly which year the uranium was discovered. We only know it was discovered in one of those years.
"In 1950" means it happened in 1950, not in any other year.

1950s means from 1950 to 1959, but 1950 means that something happened exactly in 1950.
