The answer is A
I think the meaning is " It seems that it's going to rain "
But I'm wondering if I can say " It looks like raining" ? means "It seems that it's raining now " ,does it has grammatical mistake ?

"It looks like raining" is definitely incorrect. A is the only correct answer.
For the present moment, you can use "It looks like it's raining." In reality, we say "It's raining." No mystery here.

It looks like it is raining is fine.
It looks like it's raining now is also fine.
It looks like rain today, while perhaps not completely grammatically correct, is very common speech.
