Is it not "are being replaced", "were being replaced", or "have being replaced"?
1. Large, mainframe computers are being replaced by small, personal models
2. Large, mainframe computers were being replaced by small, personal models. (Past form)
3. Large, mainframe computers have being replaced by small, personal models. (It tooks a period of time to replace)

The third sentence should be "have **been** replaced", not "have being replaced".
A fourth possible sentence would be with "are being replaced", which emphasizes that the process is still ongoing.
