Is it called portable hard drive
1.a hard drive that can put in pocket and when it is used, just connects it to the computer like a usb drive. it is portabal hard drive or portbal disk?
2. is it portbal charger? that you can put it in pocket and charge your phone whenever you want

I think you mean a flash drive, or flash disk. It's sometimes called a pin drive, too.
A portable hard drive is different, they're small enough to put in a bag but definitely too big to put in your pocket. You also need a separate USB cable and power cable to connect them to your computer.
As for your cellphone charger question, I think you mean a power bank. However portable cellphone/battery charger is fine to say too.
