It is correct, but if you want to express like a native speaker, you should say:
关于气候，我已介绍完，至于这里出产什么，则由其他人来介绍。
2. 张教授教文法，说话练习___由我们来做____。
张教授负责教文法（语法？），说话（口语？）练习则由我们来做（教？）。做could mean doing exercise or teaching lesson here.
in chinese, 文法 and 语法 is totally different, 文法means the structure and logic of articles, and 语法 means grammar.
说话练习sounds quite strange, in most cases, we say 口语练习。
3. 我们家的小事，我可以决定，可是大事就___由父母来决定____。
It is correct.
4. 明天的舞会，我布置场地，饮料____由同学们来发___。
It is correct.
