Which is correct?
That was the first time I had seen her or
that was the first time I saw her.

Despite the two are right in grammar sense, the second one is the right one to express that idea. The first sentence is in "past perfect tense", which is used to talk of actions/situations that happened even before to the past events.
You could say for example (telling a story):
I looked at her, and a thought came to my mind, I "had seen" her before.
In your case, all is in the same time period, so "past simple tense" applies perfectly.

第2个是正确的,虽然说“我看见她”是发生在过去,但是过去完成时表示过去某一时间或动作以前已经发生或完成了的动作对过去的某一点造成的某种影响或是结果,用来指在另一个过去行动之前就已经完成了的事件。“那是我第一次和她见面”不太符合过去完成时的用法。
所以只要用第二个的一般的过去时就好了。
