1. Should start "Today is a national holiday in Japan". 2. Should start "It is a national holiday in Japan". I don't think it matters which you choose. Both are fine. 1 possibly places emphasis on "today". 2 possibly places emphasis on it being a national holiday. With option 2, "today" would be assumed.
