make good on Even before Mr. Trump won the election, aides were working up a plan to make good on a campaign pledge to keep potential terrorists from slipping into the U.S. They kept the circle tight as the work stretched from the campaign to the transition and then the White House. 1. What does "make good on" mean? 2. "kept the circle tight": I guess it means "keeping the plan as a secret, not leaking to others", but why did the author use "kept the circle tight"? Is it a metaphor for something? Is there a story behind it?

Hello, If you make good on a promise, it means that you keep your promise. If you keep the circle tight, I understand that it means that only a few people know of something. These are both US English so if you get a different answer from an American, it will probably be better than mine! Best wishes Bob
