What does this statement mean?
A spanish politician is qouted in an article saying this. “la posición de mano tendida del PNV es la que mejor resultado le está dando” I don't understand the deeper meaning with this quote. Can someone please answer me on this one?

¨mano tendida¨ is similar to "helping hands". So it means that the PNV is trying to help and that is work best.
