술래 means a tagger.
It's derived from one of the traditional Korean play.
So, eager everyone to participate in "Rock, scissor, paper" game, all of the participant says "안 내면 술래 가위 바위 보"
Translation: If you are not participate in Rock Scissor Paper, you automatically become a tagger.
