The expression is "not all it's cracked up to be", which means "to not be as good as people have said." E.g. This software isn’t all it's cracked up to be (it's not as good as people have said) Hope it helps.

Similarly, if it's "not all it's cracked up to be," then it didn't meet the expectations. Here are a few examples: "I really enjoyed my trip to Peru. It was definitely all it's cracked up to be!" This means that, before I visited Peru, I heard about how amazing it is and expected my trip to be amazing. After visiting, Peru met my expectations. "The team looked like it was the most talented in the league, but it failed to be the team it was cracked up to be." This means that, before the season began, everyone thought the team looked like a championship contender, but either by the middle or end of the season, the team disappointed everyone because it didn't meet expectations.
