If it's not a mistake what is it?
When I was doing my test I came across the sentence, "_____ Ned ever _________ (go) abroad?"
I put "Have Ned ever gone abroad?" It appears to be a mistake, I agree. But the instruction says, "Complete the sentences. Use the correct form of the verb in brackets." So, in this sentence I have the verb in brackets "(go)". There are several forms of this verb, and I guess "been" is not the form of the verb "go". So, I can't say, "Have Ned ever been abroad?"
Anyway my question is why they have wtitten "_____ Ned ever _________ (go) abroad?" Not "_____ Ned ever _________ (be) abroad?" And would it be correct to write "_____ Ned ever _________ (go) abroad?"

Firstly, the answer is, 'Has Ned ever gone abroad?' You were wrong because you used 'Have'. They could have used either verbs, go or be. 'Has Ned ever gone abroad?' or 'Has Ned ever been abroad?' are both perfectly fine and common sentences.

The difference is very slightly simple
when a person says I have been to Iceland
means that he went to Iceland and came back
but when he says I have gone to Iceland
means he went to Iceland he is still there

I think your question actually complicates the issue. There is is a simple reason. It should be has and not have.
