Those examples do not take the subjunctive in Spanish. Note that the second one is the past real conditional, not a present unreal conditional.
Si llegué tarde, pido perdón.
If I was late, I apologize.
Si llegara tarde, pediría perdón.
If I were late, I would apologize.

Those expressions do not use subjunctive because they are a statement of yours, not a hypothetical situation.
You use subjunctive after "no sé si" to express you are hesitant about it, but if you are sure that you don't know, then you use the indicative form, mostly in past tense. See the following examples:
No sé si vinieron. (I don't know if they came - I have no idea about it).
No sé si vaya a la fiesta. (I don't know if I'll go to the party - Honestly, I don't want to).

Hola contestando a lo que le preguntas a Phil, si, lo usas exactamente como el if, es igual que en ingles, de tal manera que lo usas en presente pasado y futuro, ejemplo:
Si alguna vez tuviera alas, volaría
Si no hubiera sido una bruja no tendría espíritus malignos a mi alrededor
Si compras coca no compres papas.
Si estudio muy duro, cuando termine conseguiré un excelente trabajo
