The pieces of paper would be IOUs......"I Owe You" is a form of legal document showing that one person has an unpaid debt to another popular before the modern era of banking. The people are holding pieces of paper and moving and shaking them around. So it's not talking about 'wave' as in the 'waves in the ocean', but more of a movement like 'the girl waved and said hello to the boy'.
