If you will vs If you want?, how to use it?
I was watching a video and there was a guy and according to him he says that he speaks 7 languages and when he was speaking I understood that he said this:
".....that I did have these four languages that I had spoke ahead of time, but there are also these five techniques, five skills if you will, that I used..."
so, my questions are:
what does "if you will" mean in this context?
and
how to use it?

It's a fancy way of saying "please indulge me in what I'm saying". It can have a few meanings but in this case, it's the speaker acknowledging that they're unsure what to call their methods. So they're saying if you will just indulge them in saying techniques or skills.
You might see this when someone is asking you to imagine something specific. It's a little dramatic.
"Imagine, if you will, a glorious sunset..."
In other words, indulge me in picturing this scene in your mind.

"If you will" is sometimes used when youre rephrasing something. "Five techniques" and "five skills" mean the same thing, and the speaker is pointing out that they're using a different (maybe better) expression or word to express the same idea. You don't typically use "if you want" in this way.
