It is a metaphor, meaning that if you have a big task to do you will have to begin somewhere.
If you have to go on a journey of 1,000 miles the first thing you will do is take a single step, followed by another one, until the journey is complete.
If you have a big task to do you will do one simple thing towards it, followed by another one, until the task is complete.
